Error 3038 means the meeting ID link has expired so the meeting number is no longer valid. If there was a break mid-meeting it is likely when the host ended the meeting, the meeting (and its link) moved into their previous meetings section so the meeting link would no longer be active. In order for this link to become active again, the host would need to move the meeting back into their upcoming future meetings by editing the time of the meeting so that it is back in the future.

 

When you receive this 3038 error, the best course of action is to reach out to the host as they would likely be receiving the same error on their side when trying to restart the meeting.
