You must purchase a Zoom Phone plan to use Zoom Phone. After you purchase Zoom Phone licenses, you can activate your licenses and complete the initial setup.

Understand Zoom Phone licenses, calling plans, and telephone numbers
Zoom Phone licenses
A Zoom Phone license/package (Zoom Phone Pro) is a user-level software license that provides Cloud PBX functionality.
A calling plan is a type of Zoom Phone license that includes a phone number and calling minutes, in addition to the Cloud PBX component. The minutes component on calling plans can be Metered or Unlimited.
If you do not have a calling plan, the only available charging method for minutes is Pay as You Go. Additionally, to assign a number to a user, the default plan is Pay as You Go; there is no separate Pay as You Go plan.
In the absence of a calling plan, calls to numbers on the PSTN network will require the purchase of a Zoom Phone Number license that will need to be used in conjunction with the Zoom Phone license. You can port over or procure numbers from the calling plan/packages (also called licenses) that you already have.
Phone numbers can be separately purchased as an additional telephone number (other than the package-included numbers, and you want to park additional numbers) or toll-free numbers. The phone number is a Direct Inward Dialing (DID) service, which can be the one that comes included per package or is obtained separately as an additional phone number.
Notes:
Using the Zoom app on a mobile or desktop device is considered a softphone. If you want a softphone for every user and a dedicated telephone number, then every user will require a Zoom Phone license. If you are using desk phones and set them up as common area phones, then every phone will require a calling plan/license (common area phones require one license per phone). If you are using desk phones tied to specific users, then your users need a Zoom Phone license.
Every number configured in Zoom Phone needs a license, either as a standalone number (DID) license or from a calling package that bundles the DID. If you only need one number, you can always delete/release the number you do not need and use only one license for the number you ported.
To allocate a number to a user requires the user to have a Zoom Phone license. If you have only one user license, that is not an option (at least not by itself) unless you buy another license.
Calling plan
A calling plan permits a user to make outside calls and usually includes one local telephone number. Without a calling plan, a user can only make inside, extension-to-extension calls. A Zoom user can be assigned more than one calling plan. As an account owner or admin, you can obtain phone numbers and assign them to phone users. When you assign a Zoom Phone license to a user, they're automatically assigned an extension number. Learn more about assigning a direct phone number to a user in addition to their extension.
Telephone number
An additional telephone number provides a local telephone number to reach you. It can also enable you to make outbound local calls for free if you are eligible. For example, if a user is located in the U.S. and the company is eligible to purchase a Global Select Phone Number in France, all calls to France would then become free. Note: Certain extremely high-cost destinations, referred to as Special prefixes, are not included in the unlimited calling packages.
Before submitting a porting request, you must purchase either a telephone number or a calling plan; during that process, you will be assigned a native telephone number which you must switch for the ported telephone number during the porting process. In the US, Canada, and Australia, you can port your cell phone number to Zoom Phone. When a cell phone number is successfully ported into Zoom, that number becomes a Zoom Phone number. You will no longer have cellular service anymore.

Ensure that you have added enough Zoom Phone licenses, calling plans, or additional telephone numbers.
Inform Zoom ahead of time if you are using your existing telephone number or desk phone with Zoom Phone. If so, you may need to contact your current carrier on the day of port to unlock the phone so that we can provision them to Zoom Phone.

How to change the number of licenses
You can add or reduce the number of licenses on your account by editing your plan. If you want to add users and purchase additional licenses, Zoom will prorate the new license price plan for the remainder of the payment period so that it will renew on the original payment cycle. If you are reducing licenses, this change will occur at the end of your subscription term with no refund or credit. You will still have access to those licenses until the end of your subscription term.

You can assign Zoom Phone licenses to your existing Zoom users (up to one license at a time), allowing them to make and receive phone calls. Users will automatically be assigned an extension number which will appear on the Users & Rooms page.
