Setting up Zoom for Microsoft Operator Connect
Zoom for Microsoft Operator Connect allows your organization to use Zoom as a telephony provider for Microsoft Teams Phone. With this integration, admins can provision and manage phone numbers from Zoom's network directly within Microsoft Teams, enabling Teams users to make and receive PSTN calls through Zoom's infrastructure.
Requirements for setting up Zoom for Microsoft Operator Connect
- Account owner or admin privileges
- Zoom for Microsoft Operator Connect Assignment license
- A Microsoft Teams tenant with the following license configurations:
- Microsoft E5 (includes Teams Phone Standard)
- Microsoft E1, E3, or Business license with the Teams Phone Standard add-on
- Admin credentials for the Microsoft Teams Admin Center
Limitations for setting up Zoom for Microsoft Operator Connect
- Number provisioning for Zoom for Microsoft Operator Connect is only supported in the following countries: Argentina, Austria, Brazil, Canada, Chile, Colombia, Croatia, Czechia, El Salvador, Estonia, Finland, France, Germany, Greece, Israel, Latvia, Lithuania, Luxembourg, Mexico, Netherlands, Panama, Puerto Rico, Slovakia, Slovenia, Spain, Switzerland, United Kingdom, and the United States.
- Microsoft Teams does not support all Zoom Phone features via Operator Connect (for example, SMS and fax are not available).
How to add and authorize a Microsoft Teams tenant
Connecting your Microsoft Teams tenant to Zoom establishes the link that allows number provisioning between the two platforms.
- Sign in to the Zoom web portal as an admin with the privilege to edit account settings.
- In the top-right corner, click your profile picture or initials, then click Admin Center.
- In the side menu, click Product configuration, then click Numbers, followed by Operator Connect Integration.
- Click Add connection.
You will be redirected to the Microsoft page. - In the OAuth window that appears, sign in with the Microsoft account that owns the Teams tenant.
- Enter the Tenant name.
- Click Save.
The tenant will appear in the list with a pending status while Zoom creates the connection in Microsoft Teams and the transit provider. When the connection is established, the status changes to active.
Note: Activation completes within 5 to 30 minutes. If the status shows failed, click the More (ellipsis) icon
then click Retry. If the connection still fails after retrying, contact Zoom Support.
How to manage a Microsoft Teams tenant
After adding and authorizing a Microsoft Teams tenant, you can provision numbers, update the tenant name, or remove the tenant entirely if it is no longer needed.
- Sign in to the Zoom web portal as an admin with the privilege to edit account settings.
- In the top-right corner, click your profile picture or initials, then click Admin Center.
- In the side menu, click Product configuration, then click Numbers, followed by Operator Connect Integration.
- To the right of a tenant, click the More (ellipsis) icon
to access the following options:
- Get Number: Opens the phone numbers page to provision numbers for this tenant.
- Rename: Change the display name of the tenant.
- Delete: Removes the tenant connection.
Note: This removes all numbers from Teams and returns them to Zoom as unassigned.
How to add a Zoom for Microsoft Operator Connect emergency address
You can manage emergency addresses for phone numbers assigned to Microsoft Teams via Zoom for Microsoft Operator Connect. Each number requires an emergency address, which emergency services use to identify the caller's location.
Note: How the emergency address is used depends on the caller's region. Outside the US and Canada, the provisioned address is passed directly to emergency authorities and will be used when a call to an emergency number takes place. In the US, Canada, it serves as a fallback location — used only if PIDF-LO location information is not sent with the call. When Microsoft Teams provides dynamic PIDF-LO data, that information takes precedence and is routed to the appropriate emergency center.
- Sign in to the Zoom web portal as an admin with the privilege to edit account settings.
- In the top-right corner, click your profile picture or initials, then click Admin Center.
- In the side menu, click Product configuration, then click Numbers, followed by Phone Numbers.
- Click the Related Features dropdown then select Operator connect emergency address.
- Click Add Emergency Address.
- Enter the required information:
- Country/Region
- Address Line 1
- Address Line 2 (Optional)
- State/Province/Territory
- City
- Zip/Postal Code
- Click Save.
How to get new Zoom for Microsoft Operator Connect phone numbers
If your organization needs additional phone numbers for Microsoft Teams users, you can acquire new numbers directly through the Zoom Admin Portal and provision them to a Teams tenant during the process.
- Sign in to the Zoom web portal as an admin with the privilege to edit account settings.
- In the top-right corner, click your profile picture or initials, then click Admin Center.
- In the side menu, click Product configuration, then click Numbers, followed by Phone Numbers.
- At the top of the page, click Add Number, then click Get Number.
- Enter the required information:
- Product: Operator Connect.
- Country/Region: Select the country or region to search for available phone numbers.
Notes: - Type & Capability: Select the type and capability of phone number you want to obtain.
- Toll: Can be assigned to users only.
- Virtual Service: Can be assigned to users or apps, such as call queues and auto-receptionists.
Note: Virtual Service numbers do not support emergency calling. - Toll-Free: Can be assigned to apps only, such as call queues and auto-receptionists.
- Mobile: Can be assigned to users only.
Note: Supported for select countries only. Refer to the Zoom phone number requirements page for details on supported countries and regions.
- State/Province/Territory: Select the state, province, or territory from the drop-down menu to view associated area codes.
- Area Code - City: Enter an area code or city to search area codes or cities in the selected state/province/territory. Alternatively, select an area code or city using the dropdown menu.
- Number Prefix (optional): Enter digits to search available numbers by prefix.
- Sequential (optional): Check the box to sort available numbers sequentially.
- Click Search.
Note: If no phone number is available, click Create Ticket to request phone numbers with Zoom Support. - Select your preferred phone numbers then click Continue.
- In the Tenant dropdown, choose from one of the following:
- Unassigned: Acquires the number without pushing it to Teams.
- If provisioning to a Teams tenant, select the Tenant from the dropdown to immediately upload the number to the selected tenant.
- Select an Emergency Address from the dropdown.
- Click Done.
Note: If a tenant was selected, the product displays the syncing to Operator Connect icon
and disappears when Teams accepts the number.
Notes:
- Temporary discrepancies between the Zoom Admin Portal and Teams Admin Center may happen, as Zoom fetches Teams latest assignment status when number management page is refreshed.
- Microsoft may take up to 100 minutes to display a newly provisioned number in the Teams Admin Center.
How to allocate phone numbers to Zoom for Microsoft Operator Connect
Before provisioning phone numbers to a Microsoft Teams tenant, you must first allocate them to Zoom for Microsoft Operator Connect. This designates the numbers as available for use with Operator Connect and allows them to be assigned to a tenant.
- Sign in to the Zoom web portal as an admin with the privilege to edit account settings.
- In the top-right corner, click your profile picture or initials, then click Admin Center.
- In the side menu, click Product configuration then click Numbers, followed by Phone Numbers.
- Select the desired phone number(s) from the available list.
- At the top of the page, click Product.
- On the pop-up window, select Operator Connect.
- Assign the following by selecting from each dropdown:
- Tenant: The tenant where the phone number will be assigned.
- Number Type: Change number type for toll and virtual service numbers.
Note: If Number Type is left blank, the phone number will use the default type. - Emergency Address: The address that can identify the caller's location when an emergency call is placed.
- Click Save.
Notes:
- Temporary discrepancies between the Zoom Admin Portal and Teams Admin Center may happen, as Zoom fetches Teams latest assignment status when number management page is refreshed.
- Microsoft may take up to 100 minutes to display a newly provisioned number in the Teams Admin Center.
Bulk uploading phone numbers to Zoom for Microsoft Operator Connect
When provisioning a large volume of numbers, such as during an initial deployment or number port, you can use the bulk upload feature to configure multiple numbers at once via a CSV file instead of individually.
- Sign in to the Zoom web portal as an admin with the privilege to edit account settings.
- In the top-right corner, click your profile picture or initials, then click Admin Center.
- In the side menu, click Product configuration, then click Numbers, followed by Phone Numbers.
- In the Import dropdown, click Update Operator Connect Number.
- Click CSV sample to view the requirements and click Download to save the template.
- Fill out the downloaded CSV file.
- Click Upload CSV to upload the CSV file.
How to assign or unassign a phone number to a user in Microsoft Teams
Once phone numbers are provisioned to Microsoft Teams through Zoom for Microsoft Operator Connect, you can assign them to individual users or unassign them as needed.
- Sign in to the Microsoft Teams admin portal.
- In the side menu, click Voice, then click Phone numbers.
- Select the phone number then click Edit.
A new window displays on the right side of the screen. - To assign a user, search for the user by display name or username, then click Assign.
Note: To create a Microsoft Teams new user, see Manage Teams licenses. - (Optional) To unassign a user, click the X button next to the username.
- Click Apply.
Notes:
- The user may need to sign out and sign back in to the Microsoft Teams client to see the number. US and Canadian users may be prompted to enable GPS for E911.

How to set up Zoom for Microsoft Operator Connect calling rules
Calling rules allow you to block specific inbound or outbound calls based on country, prefix, or number.
- Sign in to the Zoom web portal as an admin with the privilege to edit account settings.
- In the top-right corner, click your profile picture or initials, then click Admin Center.
- In the side menu, click Product configuration, then click Numbers, followed by Phone Numbers.
- In the Related Features dropdown, select Operator Connect calling rules.
- Click Inbound or Outbound.
- Click Add.
- Select the Country.
- Select a Caller source or Blocked destination from one of the following:
- Number: Enter the specific phone number to block.
- Prefix: Enter a digit prefix.
- In Applies To, choose whether the rule applies to one of the following:
- All Operator Connect numbers: Blocks incoming calls from selected caller source to all Operator Connect numbers.
- Specific Operator Connect numbers: Blocks incoming calls from selected caller source to select Operator Connect numbers.
Note: If using the Specific Operator Connect numbers rule, then select the phone numbers where the incoming calls will be blocked from or that will be blocked for outgoing calls.
- Click Save.
How to delete Zoom for Microsoft Operator Connect calling rules
When a calling rule is no longer needed, you can delete it to remove the restriction and allow calls from the previously blocked numbers or prefixes.
- Sign in to the Zoom web portal as an admin with the privilege to edit account settings.
- In the top-right corner, click your profile picture or initials, then click Admin Center.
- In the side menu, click Product configuration, then click Numbers, followed by Phone Numbers.
- In the Related Features dropdown, select Operator Connect calling rules.
- Click Inbound or Outbound.
- To the right of the rule, click the More (ellipsis) icon
. - Click Delete.
- When prompted for confirmation, click Delete.
How to add block rules to existing Zoom for Microsoft Operator Connect calling rules
Calling rules allow you to block unwanted inbound or outbound calls for your Zoom for Microsoft Operator Connect numbers. You can add block rules to restrict calls from specific numbers or prefixes, applying them to all or selected Zoom for Microsoft Operator Connect numbers.
- Sign in to the Zoom web portal as an admin with the privilege to edit account settings.
- In the top-right corner, click your profile picture or initials, then click Admin Center.
- In the side menu, click Product configuration, then click Numbers, followed by Phone Numbers.
- In the Related Features dropdown, select Operator Connect calling rules.
- Click Inbound or Outbound.
- Click the block rules of a country or region.
- In the pop-up window, click Add.
- Select a Caller source or Blocked destination from one of the following:
- Number: Enter the specific phone number to block.
- Prefix: Enter a digit prefix.
- In Applies To, choose whether the rule applies to one of the following:
- All Operator Connect numbers: Blocks incoming or outgoing calls to selected caller source to all Operator Connect numbers.
- Specific Operator Connect numbers: Blocks incoming or outgoing calls to selected caller source to select Operator Connect numbers.
Note: If using the Specific Operator Connect numbers rule, then select the phone numbers where the incoming calls will be blocked from.
- Click Save.
How to delete block rules from existing Zoom for Microsoft Operator Connect calling rules
When your organization's calling restrictions change, you can delete existing block rules to re-enable inbound or outbound calls from numbers or prefixes that were previously blocked.
- Sign in to the Zoom web portal as an admin with the privilege to edit account settings.
- In the top-right corner, click your profile picture or initials, then click Admin Center.
- In the side menu, click Product configuration, then click Numbers, followed Phone Numbers.
- In the Related Features dropdown, select Operator Connect calling rules.
- Click Inbound or Outbound.
- Click the block rules of a country or region.
- To the right of the rule, click the More (ellipsis) icon
, then click Delete. - Click Delete on the confirmation window.
How to view and configure Zoom for Microsoft Operator Connect billing and usage
You can view your Operator Connect billing plan and configure which countries or regions your users are allowed to call. This helps you manage telephony costs by restricting outbound calls to specific locations.
- Sign in to the Zoom web portal as an admin with the privilege to edit account settings.
- In the top-right corner, click your profile picture or initials, then click Admin Center.
- In the side menu, click Billing.
- Under Current plans, locate Operator Connect.
- Under Operator Connect, click View/Edit Countries/Regions.
- (Optional) Deselect a country or region to block users from calling the specified location.
- Click Save.
How to view Zoom for Microsoft Operator Connect reports
You can monitor call activity and quality for Operator Connect. Follow these steps to view call logs, charge logs, and call quality reports:
- Sign in to the Zoom web portal as an admin with the privilege to edit account settings.
- In the top-right corner, click your profile picture or initials, then click Admin Center.
- In the side menu, click Reports, then click Usage reports.
- Click Operator Connect.
- Select a report type:
- Call Log: Provides a historical record of all inbound and outbound calls made through your Operator Connect numbers. Use this report to monitor call activity, identify call patterns, and troubleshoot issues. You can filter results by tenant or phone number. Available information includes:
- Direction: Indicates whether the call was inbound or outbound.
- Call ID: Assigned unique identifier to each call.
- Call type: Indicates whether the call was domestic or international.
- Tenant name: The tenant where the phone number is assigned.
- From: The phone number that originated the call.
- To: The phone number that received the call.
- Start time: The date and time when the call began.
- Call result: The outcome of the call (for example, connected or missed).
- Duration: The total length of the call.
- Note: Call log data is derived from Session Border Controller (SBC) logs and becomes available after the call ends. End to end calling information can be reviewed in the Teams admin quality dashboard, while Zoom provides call quality data for traffic passing through Zoom infrastructure.
- Charge Log: Tracks the cost of each call made through your Operator Connect numbers. Use this report to monitor usage-based charges and manage telephony costs across your tenants. Each charge log entry corresponds to a call in the call log. View report by calls or phone numbers. Available information includes:
- Direction: Indicates whether the call was inbound or outbound.
- Call ID: Assigned unique identifier to each call.
- Tenant name: The tenant where the phone number is assigned.
- From: The phone number that originated the call.
- To: The phone number that received the call.
- Charged seconds: The billable duration of the call in seconds.
- Charge type: The category of charge applied to the call (for example, usage-based or committed).
- Total charge: The total cost incurred for the call.
- Rate: The per-minute or per-second rate applied to the call.
- Call type: Indicates whether the call was domestic or international.
- Start time: The date and time when the call began.
- End time: The date and time when the call ended.
- Billing number: The phone number associated with the charge.
- Note: Charge data appears once billing records are processed.
- Call Quality: Provides post-call network performance metrics to help you assess audio quality and troubleshoot degraded calls. Quality is measured on the Zoom SBC portion of the call path and displayed per call leg. You can filter results by tenant or phone number. Available information includes:
- Summary
- Tenant: The tenant associated with the call quality data.
- Total calls: The total number of calls made during the selected period.
- Completed calls: The number of calls that were successfully connected and ended normally.
- Outbound calls: The number of calls initiated from Operator Connect numbers.
- Inbound calls: The number of calls received on Operator Connect numbers.
- Missed calls: The number of calls that were not answered.
- Total minutes of calling: The combined duration of all calls during the selected period.
- Avg. Mos: The average Mean Opinion Score across all calls, rated on a scale of 1.0 to 4.5 where a score above 4.0 indicates good quality.
- Details
- Direction: Indicates whether the call was inbound or outbound.

- Note: Quality data is derived from SBC logs and becomes available after the call ends. Metrics reflect only the Zoom-managed portion of the call path; Microsoft Teams-side metrics are not available.
